More than half the U.S. states and territories participate in the EPSCoR/IDeA program. Collectively, these states account for 20 percent of the U.S. population, 25 percent of all research/doctoral institutions, and 18 percent of employed academic scientists and engineers. The states, however, receive less than 15 percent of total R&D funding.
